The Minsk agreements were a series of international agreements which sought to end the war in the Donbas region of Ukraine. The first, known as the Minsk Protocol, was drafted in 2014 by the Trilateral Contact Group on Ukraine, consisting of Ukraine, Russia, and the Organization for Security and Co-operation in Europe (OSCE),[1][2][3] with mediation by the leaders of France and Germany in the so-called Normandy Format. After extensive talks in Minsk, Belarus, the agreement was signed on 5 September 2014 by representatives of the Trilateral Contact Group and, without recognition of their status, by the then-leaders of the self-proclaimed Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR). This agreement followed multiple previous attempts to stop the fighting in the region and aimed to implement an immediate ceasefire.
The agreement failed to stop fighting,[4] and was thus followed with a revised and updated agreement, Minsk II, which was signed on 12 February 2015.[5] This agreement consisted of a package of measures, including a ceasefire, withdrawal of heavy weapons from the front line, release of prisoners of war, constitutional reform in Ukraine granting self-government to certain areas of Donbas and restoring control of the state border to the Ukrainian government. While fighting subsided following the agreement's signing, it never ended completely, and the agreement's provisions were never fully implemented.[6] The Normandy Format parties agreed that the Minsk II remains the basis for any future resolution to the conflict.
Amid rising tensions between Russia and Ukraine in early 2022, Russia officially recognised the Luhansk and Donetsk people's republics on 21 February 2022.[7] Following that decision, on 22 February 2022, Russian president Vladimir Putin declared that the Minsk agreements "no longer existed", and that Ukraine, not Russia, was to blame for their collapse.[8] Russia then invaded Ukraine on 24 February 2022.[9]

specificities of certain areas in the Donetsk and Lugansk regions, agreed with the
representatives of these areas), as well as adopting permanent legislation on the special status
of certain areas of the Donetsk and Lugansk regions in line with measures as set out in the
footnote until the end of 2015.
.
12. Based on the Law of Ukraine “On interim local self-government order in certain areas of the
Donetsk and Lugansk regions”, questions related to local elections will be discussed and

framework of the Trilateral Contact Group. Elections will be held in accordance with relevant
OSCE standards and monitored by OSCE/ODIHR.

President Putin's news conference following Russia-US talks, June 16, 2021
Vladimir Putin: I did not hear that part of the question – either it was not translated, or you just decided to ask a second question.
With regard to our obligations regarding Ukraine, we have only one obligation which is to facilitate the implementation of the Minsk Agreements. If the Ukrainian side is willing to do this, we will take this path, no questions asked.
By the way, I would like to note the following. Back in November 2020, the Ukrainian delegation presented its views about how it was planning to implement the Minsk Agreements. Please take a look at the Minsk Agreements – they are not a confidential document. They say that, first, it is necessary to submit proposals on the political integration of Donbass into the Ukrainian legal system and the Constitution. To do so, it is necessary to amend the Constitution – this is spelled out in the agreements. This is the first point. And second, the border between the Russian Federation and Ukraine along the Donbass line will begin to be occupied by the border troops of Ukraine on the day following election day – Article 9.
What has Ukraine come up with? The first step it proposed was to move Ukraine’s armed forces back to their permanent stations. What does this mean? This means Ukrainian troops would enter Donbass. This is the first point. Second, they proposed closing the border between Russia and Ukraine in this area. Third, they proposed holding elections three months after these two steps.
You do not need a legal background or any special training to understand that this has nothing to do with the Minsk Agreements. This completely contradicts the Minsk Agreements. Therefore, what kind of additional obligations can Russia assume? I think the answer is clear.

Putin's view of the situation
Statements by Ukrainian President Vladimir Zelensky indicate that he cannot, does not want, or not going to comply with the Minsk agreements, Russian presidential spokesman Dmitry Peskov said in an interview with Rossiya-1 TV channel.
"Putin at the moment has every reason not to consider President Zelensky as a person who is ready, able and willing to implement the Minsk Package of Measures," Peskov said. "If we consider all Zelensky’s statements in total, they mean that he either cannot, does not want, or not going to do this," he concluded.
He stressed that the settlement in the south-east of Ukraine should be discussed between the authorities of the country and representatives of Donbass, Russia is not a party to the conflict.
"The Ukrainian side and Mr. [Ukrainian President Vladimir] Zelensky declare the discussion of the settlement in the southeast as the main goal. But we are not a party to the conflict. And the discussion in the southeast should be between President Zelensky and the region’s representatives," Peskov said.
The situation along the contact line in eastern Ukraine took a turn for the worse on the morning of February 17. The Lugansk and Donetsk People’s Republics reported some of the most intensive shelling by Kiev forces in recent months. The shelling damaged some civilian facilities.
On Friday, the leaders of the Lugansk and Donetsk People’s Republics announced the evacuation of the republics’ inhabitants to Russia, citing the increasing threat of hostilities.

Europeans Are Being Asked to Turn Down Their Heating to Fight Russian Energy Dependence
Europeans should turn down the thermostat in their homes to help reduce the region’s energy dependence on Russia as relations with Moscow worsen over the invasion of Ukraine, the International Energy Agency (IEA), said Thursday.
The E.U. depends on natural gas for 38% of its heating needs, and 35% of the bloc’s supply of the fuel comes from Russia, flowing through a vast network of pipelines. European leaders are now scrambling to find ways to cut their imports of Russian natural gas, which in 2021 stood at 155 billion cubic meters (bcm). At a launch event attended by E.U. representatives, the IEA—a Paris-based intergovernmental organization set up in the 1970’s to protect Western countries’ energy security—unveiled a 10-point plan to slash that figure by one third by next winter.

If Chinese tech companies violate American sanctions and continue exporting semiconductors to Russia and Belarus, Washington may retaliate by cutting them off from critical supplies, US Commerce Secretary Gina Raimondo warned on Tuesday in an interview with the New York Times.
In particular, she threatened the Semiconductor Manufacturing International Corporation (SMIC), Beijing's partially state-owned major chip maker.

Earlier last week, Beijing made it clear that it was willing to preserve its trade relations with Moscow. “We will not join such unilateral sanctions, and we will continue to maintain normal trade, economic and financial ties with [Russia],” chairman of the Banking and Insurance Regulatory Committee Guo Shuqing declared.

Russia presents new evidence from US-funded Ukraine biolabs
Moscow believes that laboratories in Ukraine funded by the US military were making biological weapons components, but that local staff was being kept in the dark about their research, a senior Russian general said on Thursday.
Lieutenant-General Igor Kirillov, who commands the Nuclear, Biological and Chemical Protection Forces of Russia, presented documents and imagery showing why the military has come to such a conclusion.

Hunter Biden DID help secure millions in funding for US contractor in Ukraine specializing in deadly pathogen research, laptop emails reveal, raising more questions about the disgraced son of then vice president
Moscow’s claim that Hunter Biden helped finance a US military 'bioweapons' research program in Ukraine is at least partially true, according to new emails obtained exclusively by DailyMail.com.
- - -
But emails from Hunter's abandoned laptop show he helped secure millions of dollars of funding for Metabiota, a Department of Defense contractor specializing in research on pandemic-causing diseases that could be used as bioweapons.
He also introduced Metabiota to an allegedly corrupt Ukrainian gas firm, Burisma, for a 'science project' involving high biosecurity level labs in Ukraine.
And although Metabiota is ostensibly a medical data company, its vice president emailed Hunter in 2014 describing how they could 'assert Ukraine's cultural and economic independence from Russia' – an unusual goal for a biotech firm.

US hid a 2019 war crime in Syria that killed civilians
America calls itself a 'beacon' of human rights, but it covered up a 2019 war crime in Syria. An airstrike killed 60 civilians, the U.S. military downplayed the deaths & 'sanitised' the reports. Palki Sharma asks: Who will sanction the US for its war crimes?
